For example, both eProgress and the High School Facilities Next Steps Steering Team - the team charged by the School Board to develop a facilities plan - budgeted for full replacement of the heating pipes.

However, without in-depth analysis, full understanding of the conditions of the pipes cannot be known, Bill Armstrong, an engineer who served on the eProgress team, said at a Jan. 8 board meeting.

"Newer pipes aren't always better pipes," said Armstrong, emphasizing that a brand new four-pipe system, as proposed in the current plan, might not be necessary.
