Construction on Juneau pathway to begin in spring in Elm Grove

Village Board awards contract after new bids come in much lower than 2013

As soon as this August, residents could be walking on a new off-road asphalt pathway on the north side of Juneau Boulevard, from Highland Drive to west of the railroad tracks in Elm Grove.

The Elm Grove Village Board on Feb. 24 awarded a $271,695 contract for construction on the Juneau pathway.

The winning bid, from Blaze Landscape Contracting of Menomonee Falls, was about $71,000 lower than the lowest bid the village received in June, when the only two bids for the project came in higher than expected.

At that time, the village decided to rebid the project in the winter to attract contractors before their schedules for the year were full.

In the meantime, village workers started doing preparation work for the project, which Village Manager Dave De Angelis said brought down the cost of the project, and therefore resulted in lower bids.

They removed trees and worked on culverts and end walls at a cost that was "nowhere near" what contractors had previously bid for that work, De Angelis said.

Construction is slated to begin after Memorial Day, and will likely last about 60 days. If it goes as planned, eastbound traffic will remain open the whole time, but westbound traffic will be closed off in different sections as the project progresses.

Trustee John Meser, chair of the Public Works Committee, said Juneau Boulevard would be closed off in sections "defined by logical detour points" so drivers can take alternate roads around the closed areas. The project could cost an additional $9,000 if the village requests that the contractor hire flagmen to direct traffic.

De Angelis said residents have long awaited action on the path.

"The village has been talking about constructing a path there since the late '80s so I think it will get a lot of use," De Angelis said. "I think people will be really happy with an off-road path in that area."
